Nope! They're completely unrelated. The 1000:1 contrast ratio is referring to the range of brightness that the monitor can display. Blacker blacks and whiter whites, in a way.
720 (I'm assuming you meant 720 instead of 780) and 1080 refer to the screen resolution for high definition tv and video. HD can be either 1280 by 720 pixels, or 1920 by 1080 pixels.
This monitor's resolution is 1680 by 1050, so it can display HD video at 1280 by 720, but only when connected to a computer with the appropriate equipment. It can get very complicated depending on what you want to do. Doing an internet search for "HDTV" and "HDCP" might help clarify things.
