Is this a 16gb Apple iPhone 3g that is officially unlocked and can be freely upgraded?

I bought my daughter an iPhone for xmas but it was stolen. I paid $200 for it (because we upgraded her phone service.) I understand I'll have to pay the regular retail cost of the phone (around $400) but MAN! Is this one made of gold or something?
